The present contribution provides a study of calcareous nannofossils and siliceous microfossils from the Sawai Bay Formation on Car Nicobar Island, northern Indian Ocean. Two stratigraphically short sediment intervals near Sawai Bay have been examined. Qualitative and quantitative microfossil analyses show the Sawai Bay ‘A’ Section to be devoid of siliceous microfossils, while 24 well-preserved calcareous nannofossil taxa are identified. The Sawai Bay ‘B’ Section yields 18 calcareous nannofossil, 33 radiolarian and 25 diatom taxa. The calcareous nannofossil index taxa (Ceratolithus armatus Müller, 1974a and C. cristatus Kamptner, 1950) indicate both sections to be from zones NN12 (CN10b) and NN13 (CN10c) of early Pliocene (Zanclean) age. The radiolarian taxa, i.e., Didymocyrtis avita Riedel, 1953, Euchitonia spp., Siphocampe lineata (Ehrenberg) Nigrini, 1977, Stichocorys peregrina Riedel, 1953, Semantis spp. and Stylochlamydium sp. are common in the Sawai Bay ‘B’ Section, which is assigned to Zone RN9. Most of the diatom taxa are represented by representatives of the genera Actinocyclus Ehrenberg, 1837, Azpeitia Peragallo in Tèmpere and Peragallo, 1912, Coscinodiscus Ehrenberg, 1839a, Grammatophora Ehrenberg, 1841 and Triceratium Ehrenberg, 1839b, with the benthic diatom species Triceratium favus Ehrenberg, 1839b being predominant (~35% of the total diatom count). Siliceous microfossils are also represented by silicoflagellates dominated by Dictyocha spp. and sponge spicules dominated by astrophorids.

Purpose - As the ongoing oil prices' crisis is emerging as a major cause of concern for the Gulf Cooperation Council (GCC) region, the constituent governments are attempting at undertaking measures of economic diversification to attain long-term sustainability. The author posits that open government data (OGD) has a significant role to play in facilitating the economic turnaround of the GCC region, given that OGD promotes innovation and economic growth besides providing avenues for collaboration and participation among different stakeholders. Design/methodology/approach - Following a structured literature review, the paper scans literature on OGD followed by providing a typology of countries on the basis of their OGD-adherence ("laggard", "caged", "forerunner" and "champ"). This is followed by a discussion on the ongoing oil prices' crisis, and evidentiary support is lent by examples from the OGD portals of each of the six GCC countries (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates) to provide indicators as to how a robust OGD implementation may support their economic diversification objectives. Findings - Although the present OGD framework of the GCC is relatively weak, it is asserted that OGD has immense potential in facilitating the economic diversification initiatives of the GCC countries. Therefore, the GCC needs to strategize upon institutionalization of their OGD initiatives for realizing their "vision" and goals of economic diversification to result in an economic turnaround effectively. Originality/value - Besides providing a typology of countries as OGD-adherents and categorizing GCC as 'forerunner(s)" on the basis of the typology, the originality of the study lies in its attempt to answer the research question: "what is the role of the OGD in facilitating the economic diversification of the GCC?" Conceding that the research on OGD in the GCC context is few and far between, the present study is a significant contribution to the extant literature pertaining to the roll-out of OGD in developing countries.

Purpose - The paper aims to "re-use" the Open Government Data (OGD) published by the Election Commission of India (ECI). Bihar's performance across General Elections, 2014, and Bihar Legislative Assembly Elections, 2015, is compared, wherein the role of contestants' demographic profiles in determining their vote share is being investigated. Design/methodology/approach - Hypotheses are derived based on the impact of contestants' demographic profiles (age, marital status, social category, political party affiliation, educational qualification, availing telephone and email facility, criminal antecedents) on their vote share. Following a quantitative approach, multiple regression and logistic regression are used to draw inferences from the data contestants' affidavits - sourced from the ECI website. Findings - Results show that contestants' demographic profiles impact their vote share in the elections. While the ECI website is a viable source for re-using the data available there, data are not available in a user-friendly format and this leads to difficulty in being re-used by different stakeholders. Originality/value - Academic research on OGD re-use is negligible, and the present study seeks to contribute towards extant literature by underlining the significance of re-using OGD by drawing inferences from the data accessible via ECI.

Purpose - Open government data (OGD) are considered as a technology capable of promoting transparency openness, and accountability, which in turn has a positive impact on innovation activities and creates responsive government, collaboration, cooperation, co-creation and participation. The purpose of this paper is to explore the adoption of OGD and open data portals among students, in an attempt to discover how governments can improve their actions in this respect. Design/methodology/approach - This study develops a behavioural intention-based analysis using constructs from the Unified Theory of Acceptance and Use of Technology, which is supplemented with additional constructs that meet the purpose of the study. In total, ten constructs divided into 33 items constituted the input for our study. Input data for the developed model have been collected through a structured questionnaire distributed between bachelor's and master's level students in three countries - the Czech Republic, India and Latvia. A structural equation modelling technique was used to analyse the relationships between variables of the model and test the nine hypothesis defined. Findings - Six constructs have been identified to facilitate significant relationships with behavioural intention. The analysis of the results of the three countries allows us to draw more objective conclusions in respect to the aim of the study and to reveal country-specific aspects that need to be addressed in the future. Originality/value - This study adds to the existing literature few theoretical and practical aspects. It highlights the role of open data portals as a central point of OGD infrastructures. It enables governments to understand the relationships among the related constructs, improving their actions and modifying their data infrastructures accordingly.

Purpose - This paper aims to integrate Big Data in e-government in Oman, also known as "e-Oman", wherein Big Data might be better harnessed to tackle real-time challenges. Design/methodology/approach - Besides a description of the concepts of e-government and Big Data in general, the paper underscores the dimensions of "e-Oman". Following a qualitative approach, the paper asserts how integration of Big Data in "e-Oman" may be useful by invoking examples from four short case studies across different sectors. Findings - The paper supports the integration of "e-Oman" and Big Data wherein besides providing smooth public services, the government is encouraged to forge inter- and intra-ministerial collaboration and public-private partnership. The paper probes through the challenges and opportunities in effecting this integration. Practical implications - The paper provides a platform for the policymakers to conceive of a synchronized programme for integrating "e-Oman" and the Big Data generated by it. This integration would go a long way in building upon the economy of Oman, besides providing better public services to the individuals and businesses on a real-time basis. Social implications - The paper does throw light on the issues of privacy and confidentiality of data available with the government. There are challenges of cybercrime as well. Therefore, the paper posits that a robust fool-proof infrastructure should be instituted by the government for effecting integration of e-government and Big Data. Originality/value - This paper seeks to fill the gap in extant literature which remains scant on the integration of e-government with Big Data. This is especially true in the case of Oman where not a single study has been presented to probe this issue. Given that "e-Oman" is expanding its scope over the years, this paper foresees the concomitant opportunities and challenges in the integration of Big Data in "e-Oman".

Purpose The purpose of this paper is to highlight the drivers, barriers, benefits and risks affecting the integration of Internet of Things (IoT) into the e-government and to provide a future research agenda.Design/methodology/approach Existing literature examining the relationships between e-government and IoT is scanned and evaluated by conceptualizing the IoT concept in the e-government perspective.Findings The study shows that there are drivers to integrate IoT in e-government, such as ensuring the economy, efficiency and effectiveness of government operations, which would largely establish a relationship between the government and the citizens. Furthermore, there are barriers to such integration, given the lack of political will, the appropriate information technology infrastructure, the training of the stakeholders with a focus on the employee and the like.Originality/value The integration of IoT in e-government is a novel and weakly explored concept, particularly in the light of new advances such as blockchain in the e-government, which requires further exploration and conceptualization, thereby achieving a shared/common vision and body of knowledge for its further successful and sustainable adoption – to the best of the authors’ knowledge, the current study is one of these initial attempts.

Purpose It has been underscored in the extant literature that open government data (OGD) has not percolated across the length and breadth of any country, let alone the awareness of the OGD among the stakeholders themselves. In this vein, this study aims to underline the reasons as to why OGD promotion merits consideration apart from underlining the manner in which OGD promotion may be done.Design/methodology/approach Based on literature review on the OGD conceptual models and government promotion initiatives, the study further sketches an OGD model across four quadrants: beginners, followers, fast-trackers, trend-setters on the basis of the progress made in their OGD initiatives besides underlining the four elements of OGD promotional strategy as media, arena, substance and stakeholders. Also, the study explores the drivers and barriers to OGD promotional initiatives.Findings The study shows that across the OGD quadrants, the promotional strategies vary in terms of the 4As (acceptability, affordability, accessibility and awareness), and the same get reflected across MASS. Further, the drivers for OGD promotional initiatives are building citizens’ trust and forging stakeholder participation and collaboration in administration, thereby furthering transparency in administration, meeting the needs of the stakeholders, providing the desired impetus to value creation and innovation by the stakeholders and the need for furthering economic growth. Likewise, the barriers toward OGD promotion are linked with the lack of political will, lack of organizational leadership, mission and vision, lack of involvement of government departments, lack of budget and lack of requisite infrastructure for promotion.Originality/value Hitherto, OGD research has underscored the need to make the users aware of the potential of OGD initiative; however, no study has been undertaken to understand the manner in which the awareness may be driven among the users – the present study is a first step in this direction.

Purpose - This paper aims to investigate the role of "perceived risks" in adopting mobile government (m-government) services in India. Design/methodology/approach - Conceding that "privacy risks" are one of the major factors that influence the adoption of e-services, the impact of "perceived risks" alongside "social efficacy," "influence" of significant others and "attitude" on the adoption of m-government services in India has been underlined here. Specifically, the study has been conducted with 311 actual m-government users and constructs have been derived from existing theories like Technology Acceptance Model (TAM), Unified Theory of Acceptance and Use of Technology (UTAUT) and Theory of Planned Behavior (TPB). Multiple regression analysis has been conducted to analyze the data focused on constructs as: Perceived Risks (PR), Influence (I), Self-efficacy (SE), Attitude (ATT) and Behavioral Intention to Adopt m-government services (BI). Findings - Results show that while the respondents perceive that adoption of m-government services is risk-free and safe, there is no impact of the interpersonal relationships on m-government adoption. There is more inclination to adopt m-government services conceding that the respondents perceive that they have the self-efficacy to operate such services. M-government services are being tapped regularly by the respondents and there is more inclination to adopt m-government services among the public sector employees and self-employed respondents in comparison with the ones who are students or unemployed. In terms of age, those in the age group of 31-50 are more inclined to adopt m-government services in comparison with the rest. Originality/value - Exploration of "perceived risks" and other factors has been less in the context of m-government studies. The present study fills the gap in two ways: first, it undertakes the investigation in a developing country conceding that empirical studies on m-government adoption are few in Indian context, and second, it throws light on the role of "adoption" of m-government services in contrast with the "use" of e-government services.

Purpose - This paper aims to examine the use and acceptance of open government data (OGD) of different stakeholder groups in India. Design/methodology/approach - Following an empirical investigation among 244 respondents in India, the paper deploys path analysis via LISREL. The conceptual construction of the Unified Theory of Acceptance and Use of Technology (UTAUT) framework is used to assess the behavioral intention to use and accept OGD. Multiple regression analysis informs the relationship of demographic variables with the behavioral intention to use and accept OGD. Findings - Path analysis showed that there is an increased use and acceptance of OGD among the respondents. Multiple regression analysis shows that men are more likely to use open data sets than women. Individual differences are found among the respondents with regard to OGD usage. Thus, while men may tap open data sets in line with their purposes and professional backgrounds, women are likely to tap the data sets even for non-professional purposes. Furthermore, the respondents who are younger in age are more behaviorally inclined to accepting and using OGD than their older counterparts. Practical implications - The Indian government needs to popularize and familiarize OGD initiatives among the people to a greater extent. The utilitarian value of OGD may be provided when data sets are more user-friendly, frequently updated and accurate. This would facilitate in better provision of public services besides appreciating the public sentiment. Further, with increased interaction between citizens and the government, public accountability and transparency may be better realized. Social implications - The study shows that different groups of people are engaging in tapping information through government websites and related portals. Societal influence was found to be an important factor which predicts the acceptance and usage of OGD. An infrastructure can help to enable the use of OGD. Originality/value - Hitherto, studies have focused on OGD initiatives in the developed countries, but extant literature is scarce on developing countries. Therefore, this study seeks to fill the literature gap by probing OGD use and acceptance among different stakeholder groups in India.
